Possible Short Term Job: NC DOT Database design assistance

I’m looking for some assistance overhauling a database of DOT’s mitigation sites throughout the state. I’m able to hire someone from the university system for 40 hours at whatever their current hourly rate of pay would be, and I was hoping to either reach someone who can help, or at least get pointed in the right direction. Heather Cheshire recommended I check with you three.

Here’s a summary of the situation:

1. We have a personal geodatabase that contains the locations as well as a plethora of non-spatial data about our mitigation sites throughout the state. It’s very light on the ‘geo’ and heavy on the database.

2. We would like to streamline the database, and also migrate it to something more current without losing the functionality of accessing it and using forms in Access.

3. We would like the information to be accessible on the web in the near future.

I don’t have much experience with databases, and I’m hoping to at least get a professional opinion about what options are available, and what sort of system might best fit our needs. I’m not expecting to get the work done within 40 hours, but would just like a little guidance and assistance.
